According to the Los Angeles Times, warnings were sent to about 3 million people just 10 seconds before the severe shaking started, giving many people just enough time to get to safety.
The ShakeAlert mobile app, developed by the U.S. Geological Survey, sent push notifications to users advising them to “Drop, Cover, Hold on. Protect Yourself.” While the warning system limited the loss of life, the earthquake still caused significant damage, knocking out key bridges, water lines, and power lines.
More than 13,000 residents remained without electricity on Wednesday afternoon, and several small communities were relying on portable toilets and bottled or boiled water due to damage to drinking water sources.
